Section A - Seasonal Play


  1. Scheduling
    a. Men
    Men's teams must schedule according to the following:
    Division II - Twice around in their division, twice with DI team(s).
  2. Division III - Twice around in their division.

    Women's teams must schedule according to the following:
    Division II - Twice around divisional opponents.
    Division III - Twice around divisional opponents.

  3. Completion of Scheduling
    Scheduling must be completed by November 1 st of any year. If the AD's cannot agree on dates by November 1st the Basketball Committee will adhere to the procedure indicated in the next section.
  4. Inability to agree on schedule dates
    The master schedule is to be used as a guide and the Athletic Directors from both institutions must agree on a specific date and time for a contest to be played. If the Athletic Directors from both institutions do not agree on a specific date, The Basketball Committee will then review the problem. The purpose of the review will be to determine the validity of the disagreement, if there is no valid justification, the game will be played according to the date shown on the master schedule. If a valid justification is evident, the Basketball Committee will work with both Athletic Directors to decide on a mutually agreeable date. If no date is mutually agreeable, the Basketball Committee will determine the game date.
  5. Scheduled dates must be played
    All scheduled games must be played. If either college closes due to inclement weather, a scheduled game must be postponed. In the event a mutually agreeable make-up date cannot be determined between the participating Athletic Directors, the game must be played on the next available date when both teams are open and the home facility is available
  6. Weekly schedules
    No more than three consecutive games shall be scheduled in a week.
  7. Adding Games to Schedule
    Schedules must be completed by the date for adding additional players as defined in the eligibility rules. No college may add additional games to their schedule after this date.  

 


Section B - Tournament and Post Season Play
  1. Type of Tournament
    Region XIX will conduct a single elimination tournament for Men and Women in Divisions II and III.
  2. The Region XIX Annual Tournament shall be scheduled so as to conclude ten (10) days prior to the National Tournament date.
  3. Selection of Teams
    Top four (4) teams in each division must participate in the Region Tournament. Any additional team with a .500 winning percentage overall or in region divisional play by the date of the seeding meeting may participate. 
  4. Dates and Sites
    Sunday Finals - Play on Monday, Wednesday and Friday
    Saturday Finals - Play on Tuesday, Thursday and Saturday
    Preliminary and Quarter Final Games - All preliminary and quarterfinal games will be played at the site of the higher seeded teams, or if mutually agreed upon by the two colleges involved at a neutral site.
    Semi-Final and Final Games - To be played at a common site
    The higher seed will be the home team throughout the tournament.
  5. Play-Off Brackets
    Play-off Brackets will be as follows:
    D III Men and Women
    1 v 4 2 v 3
    D II Men and Women
    1 v 4 2 v 3

  6. Playing Time Of The Games
    If a college is hosting games in both divisions on the same day, the host college will determine the time and order that each team will play.
    If a disagreement occurs in the designated time of the game set by the host team, the Region Director and the Basketball Committee Chairperson will resolve the conflict.
  7. Selection of Tournament Site
    The tournament site shall be selected two years in advance during the Spring Meeting. Colleges wishing to host the tournament may submit their bid by the Spring Meeting to the Chairperson of the Region Basketball Committee.
  8. Selection of Teams and Eligibility

      a. Rules: NJCAA Eligibility Rules will govern college and individual participants.
      b. Submission of Entry and Costs
      All colleges in each conference must submit to the host institution of the Basketball Tournament a $400.00 entry fee, a properly identified team photograph and a roster by February 1. The entry fee is refundable only if a team is not selected for the tournament. By 10am prior to the seeding meeting, non-automatic qualifying teams must notify the basketball chair of their intention. The chair will notify the appropriate parties. No refund will be issued after this date. The host team in all preliminary rounds played prior to moving onto the central site will pay for game expenses. In case of a mutually agreed upon neutral site, fees will be split by the participating colleges. A basketball game schedule with updated results must be submitted to the Chairperson of the Basketball Committee by February 1. Colleges must submit to the Region Tournament Director on the preceding day of the seeding meeting a listing of completed games in regional divisional play with the date, opponent, score, outcome and region divisional record as well as any remaining regional divisional games to be played with dates. Non compliance could result in being seeded last and/or other sanctions.
      c. Selections and Pairings
      Designation of participants and the game pairing for Region XIX’s Annual Basketball Tournament shall become the duty of the Basketball Committee. The Region XIX Directors are Ex-Officio members of the committee.
      The Basketball Committee will hold one (1) meeting to finalize plans for the Annual Region XIX Tournament.
      Teams will be seeded and pairings made at this meeting. All colleges will be notified by telephone immediately after this meeting. The selection of teams and pairings will be announced by 5:00 p.m. on the Sunday preceding the tournament. Each college submitting an application must be committed to playing in the Regional Tournament and the National Tournament (if they win in the Region Tournament). All records in the Basketball Chairperson’s Office shall be regarded as official when no later information is available to be used in determining selections. The Basketball Committee will also be responsible to both direct and assist the Tournament Director in all details of conducting the Annual Tournament.

  9. Seeding

        1. Head to head competition of the tied teams.
        2. If still tied, won-lost record against divisional opponents starting at the top of the division working down in descending order according to the regular season final standings.
        3. If still tied, a blind draw will be held.                                                                                                                4. Forfeits will be counted as wins and losses for seeding purposes.                                                        5.In the event that three or more teams are tied, head to head competition among all the teams (as if they were in their division) will be used to break the tie.  If this tie breaker defines one spot, but not all, the remaining teams records against the teams seeded higher in descending order, if a tie still exists, the team with the higher winning percentage aginst all teams participating in the tournament will recieve the higher seed.  If a tie exists, a coin flip will be used to determine the higher seed.  Examples will be referenced at Appendix A. 

  1. All Tournament Award

      a. For each Division in the Men's Tournament, The "Joseph A. Papiano Award" will be presented to the MVP of the Championship Game.
      b. For each Division in the Women’s Tournament the "Rose Battaglia Award" will be presented to the MVP of the Championship Game.

  2. All Region Team

      a. An All Region Team will be selected by balloting of all the Region XIX coaches in their respective divisions:
      Men and Women: Division II
      Men and Women: Division III

      b. Procedure
      The Basketball Committee Chairperson will send out a nominating ballot, which should be signed and returned to the chairperson by the date indicated on the mailing.
      Each coach may nominate a maximum of three (3) players from his/her team. All supporting statistics and comments are to be submitted at this time.
      Note: In order for an individual to qualify for an All Region Team the team must have completed 80% of the season.
      Each coach shall receive from the Basketball Committee Chairperson a voting ballot and be asked to select and rank the best players according to their abilities. The best player will receive the number of points equal to the number of players being selected, down to the final selection receiving one (1) point. Balloting for All-Region Men's and Women's will have the following scoring system.
      1. Being the highest = 17 pts.
      2. = 16 pts.
      3. = 15 pts.
      4. = 14 pts.
      5. = 13 pts.
      6. = 12 pts.
      7. = 6 pts.
      8. = 5 pts.
      9. = 4 pts.
      10. = 3pts.
      11. = 2pts.
      12. = 1 pt.
      Coaches may not vote for their own players. After tallying, the number of players receiving All Region status will be determined by the following criteria:
      4 teams or less (1) 5 player team
      5-10 teams (2) 6 player teams
      11 or more teams (3) 6 player teams
      Numerical ties for a rank placing will be broken by awarding the higher place to the player listed on the ballot by the greatest number of coaches.
      Ballots must be received by the chairperson one (1) week prior to the start of the Region Tournament to be counted. The ballot must be faxed and then sent by certified mail.
      THE BALLOT MUST BE SIGNED BY THE ATHELTIC DIRECTOR. A COACH MUST NOT VOTE FOR HIS/ HER OWN PLAYER (S). COACHES NOT VOTING WILL HAVE STUDENT-ATHLETES REPRESENTING THEIR INSTITUTION REMOVED FROM THE BALLOT.

  3. All American Selection
    Nominations for NJCAA All-American will be derived from the All-RegionTeam results.
  4. Coach of the Year
    The Coach Of The Year Award will be presented to the coaches of the Championship Teams. Division II Men's Basketball Coach of Year Award is the Jack Martin Award. Division III Men's Basketball Coach of the Year Award is the Doug Yennie Award.

 


Section C Rules of Play (Season and Tournament)
  1. Rules
    NCAA Rules Of Play will be followed.
  2. Bench Personnel
    Bench Personnel will consist of:
    Institution certified coaches
    Players in uniform
    Medical personnel
    Statistician (1)
    Injured players may be on the bench
    Athletic Director or Administrator in charge
    Note: Individuals sitting out a suspension for any region offense will not be on the bench. Individuals who are academically ineligible will not be on the bench unless serving as a statistician (1).
  3. Warm-up Procedures
    Each team will have six balls to practice with prior to the game and at half time. The practice balls will be of the same type as the game ball. The official game ball is Rawlings Leather, wide seam.
    During warm-up teams are restricted to their own half of the court. This includes any running. There will be no practice after the game by the visiting team. If the home team chooses to practice after the game the practice cannot start until the visiting team has left the court.
  4. Water
    Water will be provided for both teams.
  5. Officials: All NJCAA Region XIX Divisional Games require three ECAC assigned officials.
  6. HIV (open wound)
    In circumstances when constant or profuse bleeding occurs, the participant shall be immediately removed from that contest by the official and cannot return until the bleeding has stopped.
  7. Ejections: All ejections require appropriate paperwork (NJCAA forms) to be filled out and submitted to the region director prior to the next regularly scheduled game. 
  8. Fighting: Please refer to the Region XIX Bylaws and NJCAA Policy regarding mandatory suspensions and NJCAA Notificaton. 
  9. Technical Fouls and Regional Technical Foul Program
    THE HOST INSTITUTION MUST NOTIFY THE ATHLETIC ADMINISTRATOR OF THE VISITING TEAM IF TECHNICAL FOULS WERE ASSESSED TO ANY OF THEIR (VISITORS) PLAYERS OR COACHES.
     
    Technical Fouls and Regional Technical Foul Program
      1. Technical foul accumulations will be reported to the Chair of the Basketball Committee, by each institution, by noon on Monday.
        b. Players who receive three (3) technical fouls during the season must sit the next regularly scheduled game. Each succeeding technical foul will result in an additional game suspension.
        c. Coaches who received five (5) technical fouls during the season must sit out the next regularly scheduled game. Each succeeding technical foul will result in an additional game suspension.
        d. The host institution must notify the athletic administrator of the visiting team if technical fouls were assessed to any of their players or coaches.
        e. The regional technical foul program will not carryover to district and national play. Technical fouls given during the region playoffs will be accumulated and the appropriate region penalty assessed only through the final game. Technical fouls given in the final game will carry the NCAA penalty.
        Example: The third accumulation in a semi-final game will have the player sit out the final game. The third accumulation in the final game will have the player receive only the NCAA penalty.
        Ejections for fighting will always carry a two game suspension.
      2. Missed technical foul reports will carry a $50.00 fine per missed report.  Fine will be payable to the NJCAA Region XIX men’s and/or women’s division

  10. College administrator on site. 

              It is mandatory that a host institution provide appropriate site managers (recognized AthleticAdministrators) for each contest. It is also mandatory that for all Region XIX playoff games, home and away teams MUST have an Athletic Administrator with them. 

  1. Security
    a. It is recommended that sufficient security be in attendance at all home contests.
    b.  At the common site for the post-season games, adequate police must be hired and deployed around the gymnasium.
    c.  For security reasons individuals not involved with the official program of events during a game will not be allowed on the court.  This requirement shall begin iat least forty-five minutes prior to game time and continue until all teams hafve left the court at the end of the game or games being played.
  2. Separate entrance and exit
    Teams will be directed to use separate exits and entrances at the end of each game.
  3. End of game handshake
    There will be no formalized handshake after games.
    Locker room security
    A member of the coaching staff must be outside the locker room at the end of a game. Coaches must inspect their locker rooms before and after each contest.
  4. Player conduct
    a. At the post-season games being played at the highest seed the athletic director or designee of each team must discuss player conduct with their respective teams.
    b. At the common site for the post-season games each Region Director and the Chair of the Basketball Committee must discuss player conduct with participating teams prior to each game.
  5. Expectations of officials
    At the beginning of the season and again prior to the tournament a letter will be sent to the assignor addressing our expectations of officials. The communication should reference our concern for:
    Knowledge of Region XIX Rules
    Consistent calls regardless of fouls and score
  6. Spectators
    a. Spectators must be separated from the players bench by some type of barrier or floor marker.
    b.  Spectators must not be allowed to stand around the gymnasium.
    c.  Spectators must remain in the bleachers unless entering or exiting the gymnasium.
    d.  Colleges are urged to remind all spectators that appropriate behavior is expected at all times.                     e.Colleges that provide fan transportation and send cheerleading squads to away sites must:

1. Contact the opposing college's athletic administrator at least 24 hours prior to game time and inform of an  approximate number of fans and cheerleaders attending the event.

2. Have a specified college approved supervisor/advisor of the fans and or cheerleaders must be present at all times. This person’s name must be provided to the opposing college athletic administrator.

3. All NJCAA/Region rules apply as pertaining but not limited to behavior and destruction of property. Incidents of these types will be reviewed by the Region Standards and Ethics Committee for any action deemed necessary.

       7.      Video taping
              a. It is  required that the home team videotape all home games with the intent of filming problems anticipated and actual. During an altercation both the altercation and the bench should be taped.
              b. At all post season games, at the common site, video taping must be done with specific directions to the operator to keep the camera live until the teams have left the gymnasium. The main objective for the videotaping is to document problems which might arise prior to, during and after the game. The operator must tape both player and fans when a problem develops or may develop.
              c. Video taping of a contest can only be done by the participating colleges or a designee of the host college and or basketball committee.

        8.      Sportsmanship Recognition
Sportsmanship Certificates will be awarded to programs that do not receive technical fouls throughout the season. Certificates will be sent from the Basketball Chairman directly to the programs Athletic Director.


Section D - Fines and Penalties

Colleges not submitting required reports by the due time because of emergency closures (i.e. weather closure) will have 24 hours (next working day) from the due time and date to submit their report. If it is known that the institution will be closed on the reporting date, the report should be sent prior to the closing and before the due time. If at this time no report is received a fine of $50 will be assessed (invoice sent by service bureau director, sport committee chair or director operating the service with copy to respective region director (men or women). Payment to be sent to respective region director. If no payment is received by respective region director 5 days prior to the region tournament seeding meeting, this offense will be reported to the Region Standards and Ethics Committee.
