Golf


Section A - Selection of Tournament Site
  1. All colleges desiring to host the Region XIX Golf Tournament shall present bids to the Region Director prior to the fall meeting for the following Spring……
  2. The site will be determined by a vote of the Legislative Assembly of the Region.


Section B - Tournament Dates
  1. The dates of the Region XIX Golf Tournament shall be at least two weeks prior to the National Tournament.
  2. The tournament Director shall notify all competing colleges of the date and time of the tournament at least three weeks (3) prior to the date of the opening round. All other pertinent information concerning lodging and travel directions should accompany the prior mentioned material.


Section C - Eligibility
  1. All teams and individuals from Region XIX Colleges that have properly filled Eligibility Forms are eligible to compete.
  2. All participants must be supervised by a person designated by the college. Student participants may not assume this responsibility, nor may the advisor be a student at the junior college.
  3. Institutions wishing to be considered for National Competition must state their intent at the conclusion of the Tournament.
  4.  Any college fielding a club team must follow ALL NJCAA, NCAA and Region 19 regulations specifically including (but not limited to) that you must file the NJCAA Club Team form,  pay region dues, report game results to your respective service bureau, adhere to uniform rules as per the sport operating code, report basketball technical fouls, follow ejection policies for coaches and players as well as reporting of these ejections, follow home game supervision requirements and use game officials/umpires/referees under contracted officiating agreements with Region 19.


Section D - Region Tournament Qualifying Format

  1. Divide the Region into North and South as follows:

    North
    Bergen
    Brookdale
    Lackawanna
    Middlesex
    Morris
    Raritan Valley
    Union
    South
    Bucks
    Burlington
    Camden
    Del Tech Owens
    Ocean
    Salem
  2. All teams in the Region will participate in a tournament during the first week of April. In the event it is cancelled, an additional match will be scheduled in the North & South respectively.
  3. Three (3) additional tournaments in the south and three (3) tournaments in the north will be played.
  4. The first week of May will feature all Region teams in the final tournament before the Regionals. (GSAC)
  5. This five (5) tournament format would be used to qualify for the Regionals as follows:
    A) 1st tournament: point value for finish 1 – 20 (depending on number of teams)
    B) 2nd, 3rd & 4th tournaments (north & south): point value for finish 1 – 10 (colleges not scoring 4 players + 10pts)
    C) 5th tournament: double point value for finish 1 – 20 (depending on number of teams). If shotgun start is rained out & 9 common holes are not completed, team totals to date will stand for Regional qualifying.
    D) Division II teams will be displaced.
  6. Scoring – In the event that less than 18 but more than nine holes are played, scores will be based par for the holes completed.

Section E - Qualifying for Regional Tournament – Division III
  1. Best six (6) teams overall based on total season points (to be determined).
  2. Twelve (12) individuals not on qualifying teams (determined by place finish in three (3) tournaments, including the last).
  3. A Region school without a golf team may send an individual or individuals to the Regionals only if he has competed in at least three (3) scheduled Region XIX Spring tournaments.
  4. Division III tournament shall have a maximum of 48 players-additional finishers may be added to fill field.
  5. Each college should indicate on entry forms if they intend to send qualifiers to the Nationals.


Section F - Fees and Expenses
  1. All participating colleges will pay their own expenses and any entry fee set by the host institution.
  2. All entry forms and fees from participating colleges MUST BE in the hands of the Tournament Director no later than seven (7) days prior to the tournament starting date. No fees refundable after this date.
  3. There will be different fees for team and individual entries.


Section G - Tournament Rules and Procedures
  1. It is the Tournament Director's sole responsibility to run the Region XIX Golf Tournament by the policies of the NJCAA and USGA.
  2. The Tournament shall be divided into Division II and III.
  3. The Region XIX Golf Tournament shall be a 36 hole medal play event (played on one 18 hole golf course).
  4. The team score for the day shall consist of the total of the four lowest players on the team. The team with the lowest two-day total shall be the champion.
  5. In the event of a team tie for the championship there will be a sudden death. playoff. Only four players may compete for each team in the playoff. They shall be the players with the lowest 36 hole totals. If teams are tied and a playoff is not possible, the fourth highest individual player's total score for the rounds shall be used to break the tie.
  6. The tournament shall be decided by the last completed 9 holes in the event of inclement weather.
  7. If nine (9) holes are not completed by all participants, the round shall be cancelled.
  8. Players may be penalized for failure to observe the rules and etiquette of golf.
  9. Improper behavior by tournament participants, as determined by the NJCAA Code of Conduct, will result in disqualification by the Tournament Director.
  10. In the event of a tie for the first 10 places with respect to individual competition, there shall be a sudden death playoff. All other ties will be broken by matching score cards on the last round, as specified in the NJCAA Handbook.
  11. No players will be permitted back on the tournament course after completing a round except during playoffs. The penalty for breaking this rule is 2 strokes added to the score posted that day by that player. There is no penalty for congregating in the immediate vicinity of the 18th green.
  12. Div. II will play with Div. II while Div. III will play with Div. III. For team pairings, individuals will be paired together on the basis of average and follow the individuals not eligible for team competition. On the second day, pairings will be based on team standings and teams paired together according to tournament scores. Individuals will be paired on the basis of scores in the tournament and paired between teams of equal score (i.e., the number one players, based on tournament scores, from the top three teams will be paired together, and the number two players from those three teams will be paired together, etc.). NOTE: The Tournament Director will decide the tournament format for the first two rounds.
  13. The Rules Committee shall be made up of the tournament director, the Region coach representative and Athletic Director representative.
  14. All players in each group will keep the score of each member of the group. Scores are to be checked and recorded at the completion of each hole. At the completion of the round, players will compare scores on each card hole by hole. The most legible card is to be signed by all players in the group and turned in to the official scorer. This card will represent the official score and will be used in accordance with USGA rules. USGA policy will be followed in tabulating scores. ALL scorecards MUST BE turned in.
  15. There will be no advice exchanged between competitors, or among teammates during their round. Only coaches may give advice.
  16. The Division II tournament will be an open tournament if there are two or more colleges. For a team to qualify they must score 640 or better. If not, then the top five (5) individuals will represent the Region (Note: If a team has four (4) players who qualify they may enter the Nationals as a team). In the event that one college in the Region is Division II then that team will represent the Region.
  17. The Division III champion and runner-up shall qualify for the National Tournament if the Region has 12 or more teams and the next five (5) individuals are not on the 1st or 2nd place teams. If there are 11 or less teams in the Region Tournament the 1st place team and five (5) individuals other than the winning team qualify. In the event that the winning team and/or second place team only entered four (4) players, the next 6-7 low scorers will quality for the NJCAA Tournament. In the event of a tie for the final spot a playoff will be held.
  18. If team qualifies, four (4) individuals may enter the National Tournament and compete as a team.
  19. Each college shall indicate on the Region Tournament application if they intend to send qualifiers to the National Tournament.
  20. No coach shall be allowed to use golf carts to coach during match or regional play.
  21. Team members are required to wear an appropriate team uniform (a collared shirt with the College name and/or logo). No jeans are permitted. Players that are not properly attired will not be permitted to participate.
  22. In the event of any player/coach ejection, an ejection report must be filed with the Region Director.


Section H - Substance Abuse
The use of all tobacco products by any coach, player, official, or other individuals involved in the conducting of any NJCAA sanctioned or sponsored regular season or post season play is prohibited within the confines of the playing area. Any individual not in compliance shall be disqualified from further participation in that contest.


Section I - Open Wound Policy
Under circumstances when constant or profuse bleeding occurs, the participant shall be immediately removed from the contest by the official and cannot return until the bleeding has been stopped.


Section J - Conduct
An athlete in any contest involving a Region XIX College who is ejected for violent conduct or fighting shall not be allowed to participate in the next played contest as determined by the schedule of that institution. If this ejection occurs in the last contest of a given season, the suspension shall be in effect the first regular game of the player's next season.


Section K - Awards

  2. The medalist and next nine(9) lowest scores shall receive appropriate medals and Region certificates. 1-5 will be designated First Team; 6-10 Second Team.
