Garden State Athletic Conference - Constitution
All GSAC contests will be played under the NJCAA Region XIX Operating Codes.
Article I - NAME
Section 1.
The name of this organization shall be “The Garden State Athletic Conference.”
Article II - PURPOSE
Section 1.
The purpose of this conference shall be to regulate and supervise intercollegiate athletics among the member colleges, to assist in bringing into the public esteem the ideals and functions of the athletic programs are maintained on a level in the member colleges, and to assure that athletic programs are maintained on a level in keeping with the dignity and purpose of higher education.
Article III - MEMBERSHIP
Section 1.
Eligibility for membership.
a. Only public county colleges of New Jersey that have received state or regional accreditation and have been approved as dues paying members, of Region XIX, National Junior College Athletic Association shall be approved for membership.
Section 2.
Conditions for membership. The members of this conference collectively
agree:
a.) To support and to control athletics sponsored by this conference
so that they will be administered in accordance with the eligibility
rules and purposes of Athletics as set forth in the by - laws.
b.) To establish and maintain high standards of ethical control
and fair play.
c.) To pay the annual dues before the deadline established by the
Board of Directors.
Article IV - OFFICERS
Section 1.
The elective officers of this Conference shall be a President, a Vice-President/Secretary and a Treasurer. The officers shall be elected from the membership of the Conference.
Section 2.
The Athletic Directors of member institutions shall comprise the
membership of the Board of Directors.
Section 3.
Any vacancies among the elective officers of this Conference shall
be filled by appointment of the Executive Committee for the remainder
of the term.
Section 4.
The elective officers of this Conference shall be elected at the
Spring meeting to serve in accordance with procedures set forth
in the by-laws.
Section 5.
The Board of Directors may adopt a seal and by-laws and change the
same from time to time by a majority vote at any of its meetings.
Article V - MEETINGS
Section 1.
This Conference shall hold a minimum of four meetings each year or as shall be called by the President who shall designate the time and place of said meetings and shall send notice thereof to all officers and members at least fifteen (15) days prior to the time set for such meeting.
Section 2.
In the event of an extenuating circumstance, the President should
be notified in advance of an unexpected absence.
Section 3.
Notification of non-representation at any of the four required yearly
meetings shall be sent by the GSAC President to the College President
of the non-present institution. (effective spring 2002)
Section 4.
Special meetings of the Board of Directors may be called by the
President at any time in order to consider emergency situations
which may arise.
Article VI - EXECUTIVE COMMITTEE AND COMMITTEES
Section 1.
The elective officers of this Conference shall be the Executive Committee.
Section 2.
The Executive Committee shall exercise the powers of the Board of
Directors between meetings except amending the Constitution and
making any changes in the rules of eligibility, and shall be responsible
for coordinating the activities of the Conference.
Section 3.
The president, with the approval of the Executive Committee, shall
appoint any advisory or standing committees which he deems necessary.
The vice president/secretary shall act as president when the president
is not in attendance as well as take the minutes of all meetings
and distribute them to all members.
Article VII - FINANCES
Section 1.
All funds and property of this Conference shall be obtained, held and administered in accordance with the procedures as stated in the by-laws.
Section 2.
The Treasurer shall render annually a duly audited statement of
all funds collected and expended and shall furnish a copy thereof
to all members of the Conference.
Article VIII - AMENDMENTS
Section 1.
This Constitution may be amended at any meeting by two-thirds affirmative vote of a quorum, provided that a copy of the proposed amendment shall have been sent to each member college thirty (30) days prior to the meeting.
Article IX - ORGANIZATIONS OF THE CONFERENCE
Section 1.
The Board of Directors shall have the power to organize the membership of the Conference into districts, regions, or areas for administrative, legislative and competitive purposes.
